Cape Verde has taken a new step in its digital transformation journey. On February 24, 2026, the government officially launched the Gov.CV platform during a ceremony held at TechPark, attended by members of the executive branch and representatives of public institutions.
Designed as a centralized public services portal, Gov.CV replaces several previously fragmented platforms. According to Prime Minister Ulisses Correia e Silva, the initiative marks a major shift toward a more streamlined and accessible administrative system.
“We are moving from multiple isolated platforms to a single portal, with one entry and one exit point for public services,” he stated, emphasizing the government’s ambition to simplify the user experience.
Toward an Interconnected Administration
Beyond centralization, Gov.CV aims to enhance communication and data-sharing among public institutions. Until now, the lack of interoperability between systems forced citizens to repeatedly submit the same documents to different departments.
With the new portal, the government promises greater interoperability, improved data security, and increased efficiency, along with a significant reduction in administrative procedures. “Citizens will no longer have to visit multiple departments to obtain documents that the State already possesses,” the Prime Minister said, highlighting faster, more transparent processes with real-time tracking capabilities.
Gradual Rollout Across Key Sectors
The implementation of Gov.CV will be carried out progressively, with continuous integration of digital public services. Key sectors such as education, healthcare, and commerce are expected to be incorporated into the platform over time.
Ultimately, the goal is to consolidate the entire public administration within a single digital ecosystem and harmonize payment systems to reduce costs and processing times for both individuals and businesses. Through this reform, the government seeks to strengthen public trust, boost administrative productivity, and simplify everyday interactions with the State.
A Strategic Move to Improve Global Ranking
The launch of Gov.CV comes as Cape Verde aims to improve its standing in global digital governance rankings. According to the United Nations E-Government Development Index (EGDI), the country currently ranks 111th out of 193 nations, with a score of 0.6238 out of 1 — slightly below the global average of 0.6382.
With this unified digital portal, Praia signals its determination to accelerate public sector modernization and position itself among Africa’s leading digitally transforming states.
